WinnDevelopment, Soldier On Break Ground on $29M Affordable Development for Veterans

WEST DEPTFORD, N.J. — WinnDevelopment and nonprofit Soldier On have broken ground on a new affordable housing development in West Deptford for senior veterans. This marks the fifth partnership between WinnDevelopment, the development arm of WinnCos., and Soldier On. 

Upon completion, the $29 million development will feature 84 apartments reserved for veterans age 55 and older. Dubbed the Gordon H. Mansfield Veterans and Seniors Village, the 84,720-square-foot property will have a mix of one- and two-bedroom units. Twenty-one apartments will be reserved for residents earning at or below 30 percent of the area median income (AMI), with 21 and 42 units reserved for residents earning at or below 50 and 60 percent of the AMI, respectively. 

The New Jersey Housing and Mortgage Finance Agency has provided construction and permanent financing, as well as low-income housing tax credit (LIHTC) allocations and subsidies, for the project. The New Jersey Economic Development Authority awarded state credits, and U.S. Sen. Cory Booker of New Jersey secured a $900,000 grant for the project through the U.S. Department of Housing & Urban Development (HUD). Additionally, The Township of West Deptford has approved the use of funds from its affordable housing trust and a PILOT agreement, and The Housing Authority of Gloucester County has allocated 21 project-based vouchers for future residents. 

Bank of America is providing construction financing and federal LIHTC and investment tax credits, and Liberty Mutual Insurance provided capital and bridge financing. Gloucester County provided HOME program funds. 

The project team includes general contractor Del-Sano Contracting and PS&S Architects and Engineers as the architect. 

Completion is scheduled for October 2026.
